On July 15, 2025, Ambassador Lyu Jian publishes an article titled "Global Civilization Initiative: China's Wisdom of Transcending Conflict and Promoting Exchange and Mutual Learning" in Omani mainstream newspaper Al Roya. The full text reads as follows:


In March 2023, Chinese President Xi Jinping proposed the Global Civilization Initiative. Anchored in the vision of "a community with a shared future for mankind", it calls for respecting civilizational diversity, promoting shared values, and enhancing inter-civilizational exchanges and mutual learning. This vision quickly gained positive responses from the international community. In 2024, under the joint initiative of China and over 80 countries, the 78th UN General Assembly unanimously adopted a resolution to establish the "International Day for Dialogue among Civilizations." On June 10, the world celebrated the inaugural International Day for Dialogue among Civilizations. This marks a landmark step in translating the Global Civilization Initiative from concept into practice, responding to the shared aspirations of people across nations to advance civilizational mutual learning and foster human progress.

Diversity of civilizations is the underlying fabric of human society. Every civilization represents a crystallization of human wisdom. Just as no two leaves in the world are identical, civilizations should be diverse and vibrant. The Global Civilization Initiative advocates respecting the diversity of world civilizations, opposes imposing any single civilization model on others, and calls for rejecting notions of "civilizational superiority" and "clash of civilizations." This initiative places human civilizations within a framework of "mutual learning instead of confrontation," encouraging countries to find resonance and enhance understanding in each other's histories, philosophies, literatures, arts, and ways of life. Throughout its long history, Oman has consistently championed tolerance and dialogue. Traditional Omani tribal mediation practices the principle of "listening before speaking," and the late Sultan H.M. Qaboos bin Saeed often emphasized that dialogue is the bridge between civilizations. The great Chinese philosopher Confucius also said:" When three men walk together, there must be one who can be my teacher." World civilizations should naturally observe, reflect upon, and inspire one another.

Civilizational dialogue is the key to resolving differences. China and Oman have long upheld and advocated peaceful diplomatic principles such as peaceful coexistence, good-neighborliness, and non-interference in internal affairs. His Majesty Sultan Haitham bin Tariq stated, "We will call and contribute to resolving disputes by peaceful means, sparing no effort in finding satisfactory solutions in a spirit of harmony and understanding." Oman's foreign policy takes dialogue and tolerance as its guiding principles for addressing all issues. It has long called for a political resolution to the Palestinian Issue, and played a unique and crucial role in facilitating the Saudi-lranian rapprochement, several rounds of talks between the United States and Iran, and the ceasefire between the US and Yemen's Houthi group. Oman is a deeply trusted mediator, receiving high praise from the international community. The vital role Oman plays aligns closely with the Global Civilization Initiative's call for eliminating prejudice through dialogue, replacing confrontation with cooperation, and promoting peaceful coexistence through cultural understanding. Currently, as the international landscape undergoes profound transformation, regional tensions escalate, and crisis risks intertwine and compound, the deficits in peace, development, security, and governance are growing. Human society stands at a new crossroads. We are more interconnected than ever before, yet we face increasingly complex and diverse civilizational frictions and cognitive gaps. Only by strengthening civilizational dialogue can we build a solid foundation of mutual trust and safeguard common security.

Mutual learning among civilizations is the bridge connecting people. Like China, Oman is an ancient civilization with a time-honored culture. The friendly exchanges between China and Oman exemplify the spirit of the Global Civilization Initiative. The mutual recognition and interaction between our two civilizations along the Maritime Silk Road a millennium ago have now evolved into a symphony of cooperation under the Belt and Road Initiative. The launch of the Chinese website of the National Museum of Oman has attracted Chinese visitors eager to explore its treasures. China recently announced the favorable 30-day visa-free entry policy to Omani citizens holding ordinary passport. Batches of Omani students have experienced Chinese culture through the "Chinese Bridge" program, and the Chinese language is set to be introduced into Omani secondary school curriculum. President Xi Jinping emphasized many times:" The key to state-to-state relations lies in close bonds between peoples, and heart-to-heart communication holds the key to deeper friendship." China and Oman have consistently deepened mutual understanding and expanded friendship through people-to-people and cultural exchanges.  

Standing at the forefront of our era, only by embracing civilization as the vessel and dialogue as the oar can we sail toward a future of win-win cooperation. China stands ready to work with Oman and all nations worldwide, guided by the Global Civilization Initiative, to forge consensus through dialogue, find resonance through exchange, and write a new chapter of civilization for our times.
