On November 4, 2025, Embassy of the People's Republic of China held a press briefing on the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. Ambassador of China to Oman H.E. Lyu Jian comprehensively introduced the main outcomes, important significance, and key opportunities that the implementation of China's "15th Five-Year Plan" will bring to Oman. He also took questions from journalists. H.E. Khalid Al Saidi, chairman of the Oman-China Friendship Association, Mohsen Al Balushi, vice chairman of the Oman-China Friendship Association, Sheikh Abdullah Al Saadi, former Ambassador of Oman to China, Salim Al Jahouri, vice chairman of the Omani Journalists Association, representatives from Omani Chamber of Commerce and Industry, universities, and media outlets in total more than 30 people attended the event.
Ambassador Lyu introduced the background and significance of the Session, emphasizing that it was a highly important meeting held as China embarks on a new journey toward achieving the Second Centenary Goal. The "Proposals on Formulating the 15th Five-Year Plan", personally presided over by General Secretary Xi Jinping, was deliberated and adopted at the meeting. The document outlines the guiding principles, main objectives, strategic tasks, and major measures for China's economic and social development over the next five years. It provides clear answers to the key questions of what kind of development China seeks to achieve and how China will build a modern socialist country in all respects. It also systematically addresses how China, the world's second-largest economy and largest developing country, will maintain a high-standard opening-up and contribute to building a community with a shared future for mankind amid growing global uncertainty and challenges.
Ambassador Lyu reviewed major achievements during China's 14th Five-Year Plan Period, noting that it marks the first five years of China's new journey to build a modern socialist country in all respects. It has been an extraordinary and remarkable period. China achieved new leaps in economic, scientific, technological, and comprehensive national strength, thanks to the strong leadership of the CPC Central Committee with General-Secretary Xi Jinping at its core and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
In response to issues of concern to the Omani public, Ambassador Lyu Jian emphasized that China will take high-quality development as its central theme, promoting sustained and healthy economic and social development. China will consolidate and strengthen the foundation of the real economy, upgrade and improve traditional industries, foster and expand emerging future industries, accelerate the establishment of a modern industrial system with advanced manufacturing as its backbone. China will accelerate high-level self-reliance and self-strengthening in science and technology, drive the transformation of old and new growth drivers. Through high-standard opening up to the world, China will promote reform and development, steadily expand institutional opening, actively broaden autonomous opening-up, share development opportunities and achieve mutual benefit and win-win cooperation with the world. Taking a comprehensive green transition as an opportunity, China will build a Beautiful China and a low-carbon China, increase the share of new energy, promote clean power sources such as wind, solar, hydro, and nuclear. China will adhere to an independent foreign policy of peace, promote the building of a community with a shared future for mankind, and steer the reform of the global governance system toward greater fairness and reasonableness. It will coordinate development and security to achieve a positive interaction between high-quality development and high-level security.
The world is currently going through a period of turbulence and transformation. Yet, China's economy is underpinned by a solid foundation, unique strengths, great resilience, and immense potential. The strengths of China's socialist system, the advantages of its enormous market, the support of a full-fledged industrial system, and the role of its abundant human resources are all coming into fuller play. It is imperative to uphold and strengthen the Party's comprehensive leadership. We will, as always, match our words with deeds. China demonstrates through concrete actions that it is a reliable partner to work together for a brighter future, and a source of certainty in an uncertain world.
Ambassador Lyu elaborated on how China's development will create more opportunities for the world. China and Arab countries, as well as the Gulf Cooperation Council (GCC) member states, are like-minded friends and partners marching forward hand in hand. In 2022, the first China–Arab States Summit and the first China–GCC State Summit were successfully held, the two sides are endeavouring to build a China–Arab community with a shared future for the new era. China and Oman enjoy a traditional friendship and a high level of political mutual trust. Under the strategic guidance by President Xi Jinping and His Majesty Sultan Haitham bin Tariq, China and Oman should join hands in advancing on their respective paths toward modernization, achieve mutual benefit and win-win outcomes. The two sides should enhance docking of their development strategies, expand the scope and depth of economic and trade cooperation, focus on the integrated development of industry-academia-research in high-tech fields, and deepen cooperation in areas such as new energy, manufacturing, and aerospace. China and Oman should leverage the advantages of direct flights and visa exemption, concentrating efforts to create a golden period for tourism cooperation, strengthen the promotion of Chinese language programs in Oman, and foster closer people-to-people exchanges.
Ambassador Lyu stated that China and Oman have similar diplomatic concepts and common policy positions. He briefed on Global Development Initiative, Global Security Initiative, Global Civilization Initiative, Global Governance Initiative and the International Organization for Mediation initiated by China. He stated that China is willing to strengthen communication and coordination with Oman to jointly promote the global governance system toward greater fairness and justice, and sincerely welcomes all countries including Oman, to join the International Organization for Mediation. Under new circumstances, China looks forward to working with Oman to continuously enrich the China-Arab states community with a shared future for the new era, actively implement the consensus reached at the summit, join hands to contribute certainty and positive energy to a world of transformation, and strive to build a community with a shared future for mankind.

They expressed deep admiration for China's economic development and scientific and technological progress, believing that China's economy possesses strong resilience in coping with external uncertainties. The success of “China's governance” was attributed to the wise decisions of China's leadership. They remarked that the leadership of the Communist Party of China and the socialist system with Chinese characteristics ensure that the country's development follows a consistent blueprint to the end, and that the “China model” can serve as a reference for other countries around the world.
